Kathelene Coughlin Williams, President

Kathelene Williams, FHI's President, has been working in the field of fair housing for more than 25 years. She is also a partner in The Law Firm of Williams & Edelstein, P.C., providing consultation and defense representation of fair housing issues to housing providers throughout the country. Kathi has an extensive background in federally assisted and elderly housing programs. Kathi provides training to private companies, housing associations, and government employees throughout the country. She developed a video training program for the National Apartment Association entitled "Testers Welcome! A Program for Fair Housing Success." During 2005 she developed the fair housing certification course for the National Affordable Housing Management Association (NAHMA).

Her previous positions were with the Department of Housing and Urban Development (HUD), originally as legal counsel, with primary responsibility for employment and housing discrimination cases. During her last five years with HUD, Kathi served as the director of the Office of Fair Housing and Equal Opportunity, with responsibility for the Southeast region. In this capacity she was responsible for the fair housing complaints processed by HUD and its state and local fair housing agencies throughout the Southeast.

During her career, Kathi has directed the investigation and participated in the resolution and litigation of thousands of fair housing complaints. Her experience and professional credentials provide her housing industry clients with a valuable ally in the complex arena of fair housing responsibilities.

Kathi obtained her law degree from Indiana University at Indianapolis and her undergraduate degree, magna cum laude, from Ball State University in Muncie, Ind. She lives in Atlanta, Ga.



Steven J. Edelstein, Vice President

Steve brings his extensive experience as a federal prosecutor of fair housing cases to the seminars he conducts. He is also a partner in The Law Firm of Williams & Edelstein, P.C. In addition to developing and presenting seminars to housing associations, Steve recently developed the fair housing certification program for the National Affordable Housing Management Association (NAHMA).

In his previous position, Steve was chief of the Civil Rights Division in HUD's Southeast Regional Office of Counsel, where he served as principal legal advisor on issues involving the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990.

During his tenure with HUD, Steve made numerous presentations throughout the country to thousands of private and public housing officials on topics concerning fair housing and other civil rights laws.

Since joining FHI and The Law Firm of Williams & Edelstein, P.C., Steve has been an effective educator and advocate for housing providers throughout the country.

Steve obtained his law degree cum laude from the University of Wisconsin Law School, where he was elected to The Order of the Coif, and his undergraduate degree with distinction from the University of Wisconsin-Madison.
